Stephen Peter Swain - Leading Advisor, EU

Stephen acts as the Leading Advisor to IIRIS for the European Union area. Having an extensive experience of over 40 years into counter terrorism, firearms tactics, business security design, security technology, security reviews, sector security strategies and more. Stephen is a package of excellent technical knowledge coupled with managerial skills.

Stephen is currently associated with CBRNE Ltd as Associate Director (Security), where his role involves research into suicide terrorism, managing SME platform for EDEN and delivery of reports for SUBCOP, EDEN, and PRACTICE. He is also the Chief Executive of the Security Innovation and Technology Consortium, where his role includes business development for SMEs involved in security technology, design and delivery of Innovation Pavilions for security technologies, and overseas technology trade fairs. Apart from these, he is associated with 3rd Forensic Ltd. as its Chief Executive.

Previously, Stephen served the Control Risks Group as Senior Security Consultant and Metropolitan Police as the Chief Superintendent. He has been the Head of the Diplomatic Protection Group at Scotland Yard, with responsibility for some 650 firearms officers.

Stephen has commendable training and communication skills. He teaches 2 BTEC level 5 courses with Tavcom Training – Disaster Recovery and Business Continuity; and Security Management. He has several publications to his name. Swain S, Routledge: Handbook of Law and Terrorism (Transportation Security Chapter), Swain S, Routledge: Terrorism and the Olympics, and Swain S, The Home Front – Fight Against Fundamentalism, Intersec (The Journal of International Security)are a few among them.Stephen has also presented on protective security, counter terrorism and firearms tactics in over 30 countries.

With decades of experience, Stephen has an extensive network of industry and society affiliations to his profile. He is a member of the UK Police Senior Officers CBRNE Cadre. He is the Silver commander in a UK National CBRNE Exercise ‘Trump Card’ and umpire for many UK police national training courses. He has been connected with politicians up to and including the UK Prime Minister, the US President, the Indian Home Secretary and the Japanese Cabinet Office, and has had extensive dealings with the UK Royal family on security issues.
